RECOMMENDATION:
Recommendation Concerning a Final Plat for The Preserve at Deer Run Phase 1

That the Board take the following action concerning the plat of The Preserve at Deer Run Phase I, a 76-lot residential subdivision, developed by D.R. Horton, Inc.:

A. Approve the final plat for recording after the Official Record Book and Page number of the recorded Access Easements are annotated on the face of the plat; and

B. Approve the following street names: Deer Run Boulevard, Whitetail Lane, Milo Court, and Booner Circle.
BACKGROUND:
The preliminary plat and construction plans were approved on December 6, 2015. The Public Safety Department approved the street names on August 3, 2017. The Development Services Department inspected the improvements on December 27, 2017, and found them substantially complete and in accordance with the applicable County requirements. Furthermore, an Access Easement Agreement between D.R. Horton, Inc. (Grantor) and Escambia County, a political subdivision of the State of Florida, accepted and approved by Escambia County Board of County Commissioners on January 4, 2018. The said document was recorded with the Clerk of the Circuit Court on January 5, 2018, Book 7834, Page 1447, Instrument #2018001283. Along with that, an Access Easement Agreement between D.R. Horton, Inc. (Grantor) and Steven C. Bailey and Sylvia Bailey was recorded with the Clerk of the Circuit Court on January 11, 2018, Book 7837, Page 1816, Instrument #2018003144. Copies of the recorded Easements are attached for reference only.

Staff has reviewed the final plat. The developer is dedicating nothing to the public, and all subdivision infrastructure will remain private. The Access Easements are being conveyed to confirm access to an adjacent, county-owned parcel and the parcel owned by the Bailey's.
LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney's Office has reviewed and approved the Access Easement as to form and legal sufficiency.
PERSONNEL:
All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
N/A
IMPLEMENTATION REQUIREMENTS:
The County Surveyor and the Clerk of Court must execute the final plat before it is recorded in the public records.
