RECOMMENDATION:
Recommendation Concerning the Joint Project Agreement with the Florida Department of Transportation with DRMP, Inc., for the Signalization Continuing Services Consultant Contract - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the issuance of Purchase Orders for Contract PD 13-14.080, Signalization Continuing Services Consultant:

A. Authorize the County Administrator to issue a Purchase Order, in the amount of $300,000, to DRMP, Inc., on Contract PD 13-14.080, for the Signalization Continuing Services Consultant Contract to fund the fifth year (July 1, 2017, to June 30, 2018) of the Joint Project Agreement with the Florida Department of Transportation (FDOT).

BACKGROUND:
Meeting in regular session on January 8, 2015, the Board awarded Contract PD 13-14.080 "Signalization Continuing Services Consultant Contract" to DRMP, Inc. On December 10, 2015, the Board awarded issuance of a purchase order for the second year of the contract to DRMP. This contract is funded by a Joint Partnership Agreement (JPA) with Florida Department of Transportation (FDOT). The JPA, initiated in February 2014, awarded the county access to $300,000 annually, based upon FDOT's Fiscal Year. $300,000 FDOT FY 2014, $300,000 FDOT FY 2015, $300,000 FDOT FY 2016, and $300,000 FDOT FY 2017, which totals $1,200,000 available to the county through this JPA with FDOT 

This Purchase Order is to allow the Consultant to continue signalization services under this JPA for another $300,000, for the fifth year.

DRMP is acting as the Regional Traffic and Transportation Engineer for Escambia County, Santa Rosa County, City of Pensacola, City of Milton, City of Gulf Breeze. Thus far, they are serving as a general consultant to these agencies through the JPA managed by Escambia County Traffic Division. DRMP has been working on Advanced Traffic Management System (ATMS) Implementation Plan Oversight, acting as Intelligent Transportation System Sub-Committee meeting coordinator and state system complaint coordinator, significant re-timing of corridor signals, monitoring and operating signals, Maintenance Contract RFP preparation, ATMS Phase 1 project management, field reviews, data collection, and other state system signal efforts as needed throughout our region.

Staff has communicated with the multiple agencies, including FDOT, and all agree to continue with DRMP another year.  Throughout this fifth year staff will consider seeking in-house efforts or re-advertising the Signalization Consultant position.
BUDGETARY IMPACT:
Funds are available in Fund 175 "Transportation Trust Fund", Cost Center 211201, Object Code 53101.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchasing and Contracts.

Request for Letters of Interest, PD 13-14.080, Signalization Continuing Services Consultant, were publicly noticed on Monday, August 25, 2014, to 139 known firms. Responses were received from 3 firms on Wednesday, September 9, 2014. 

On Feb 13, 2014, the FDOT and the County entered into a JPA that provides the County with $300,000 per FDOT fiscal year. This is in response to the Florida Alabama Transportation Planning Organization (TPO) number one priority for our region. Escambia County is managing the funds for Escambia and Santa Rosa counties, and for the City of Pensacola, City of Milton, and the City of Gulf Breeze, to address signalization issues on the state system in our region. It is under and according to this JPA that the consultant services are to function. The original intent was to hire a Signalization Engineer; however, because that position has not yet been filled, Escambia County desired to move forward with the necessary signalization work in our two counties through the continuing contract with DRMP.
IMPLEMENTATION/COORDINATION:
Upon approval of this recommendation, a Purchase Requisition will be transmitted to the Office of Purchasing for processing.
