RECOMMENDATION:
A Public Hearing Concerning the Review of an Ordinance adopting the 2017-2021 update to the Five-Year Schedule of Capital Improvements

That the Board review and recommend to the Board of County Commissioners (BCC) for adoption, an Ordinance to update the Five-Year Schedule of Capital Improvements for incorporation into Part II of the Escambia County Code of Ordinances.
BACKGROUND:

Pursuant to Section 163.3177(3)(b), Florida Statutes, and Objective CIE 1.2, Escambia County Comprehensive Plan: 2030, the county is required to annually review and update its Five-Year Schedule of Capital Improvements. Modifications to update the Five-Year Schedule of Capital Improvements may be accomplished by ordinance, and may not be deemed amendments to the Comprehensive Plan.

BUDGETARY IMPACT:
No budgetary impact is anticipated by the adoption of this Ordinance.
LEGAL CONSIDERATIONS/SIGN-OFF:
The attached Ordinance has been reviewed and approved for legal sufficiency by Meredith D. Crawford, Assistant County Attorney. Any recommended legal comments are attached herein.
PERSONNEL:
No additional personnel are required for implementation of this Ordinance.
POLICY/REQUIREMENT FOR BOARD ACTION:
The proposed Ordinance is consistent with the Board’s goal “to increase citizen involvement in, access to, and approval of, County government activities.”
IMPLEMENTATION/COORDINATION:
This Ordinance, amending the LDC, will be filed with the Department of State following adoption by the board. Pursuant to Objective CIE 1.2, Escambia County Comprehensive Plan: 2030, due to the frequency of the updates to the schedule, this ordinance shall not be codified, but shall be recorded in a book kept for that purpose and maintained by the Clerk of the Board of County Commissioners, in accordance with Section 125.68, Florida Statutes.

The proposed Ordinance was prepared by the Development Services Department, in cooperation with  the County Attorney’s Office and all interested citizens. The Development Services Department will ensure proper advertisement.
