RECOMMENDATION:
Recommendation Concerning Amendment #2 to the SHIP Program Agreement with Northwest Florida Community Housing Development Corporation - Tonya Gant, Neighborhood & Human Services Department Director

That the Board take the following action concerning Amendment #2 to the SHIP (State Housing Initiatives Partnership) Program Agreement with Northwest Florida Community Housing Development Corporation:

A. Approve Amendment #2 to the Escambia County SHIP Program Substantial Rehabilitation/Reconstruction Project Agreement Disaster Recovery Housing Program with the Northwest Florida Community Housing Development Corporation to extend the Contract end date through March 31, 2018, subject to Legal review and approval; and

B. Authorize the Chairman or Vice Chairman to execute the Agreement and all project-related documents as required to implement the project.

BACKGROUND:
On August 18, 2016, the Board approved a SHIP Agreement with Northwest Florida Community Housing Development Corporation (NFCHDC) to administer a disaster recovery program to help with replacement housing for owner occupants due to the February 2016 tornados.  Amendment #1 was approved on July 18, 2017 to extend the Agreement through December 31, 2017 due to delays in getting clients qualified who encountered title and other legal issues. NFCHDC has been able to leverage the Community Contribution Tax Credit Program (CCTCP) with SHIP funds to complete eleven replacement homes under this program. All eleven homes received a certificate of occupancy by November 2017, but NFCHDC has requested an additional 90 days (request attached as Exhibit I) as permitted in Article X of the original Agreement in order "to fully complete activities based on unexpected events or impediments or delays in funding or lack of eligible units or homeowners." This extension (Exhibit II) will permit NFCHDC to insure that all final paperwork will be in place for proper accounting and closeout of this project.
BUDGETARY IMPACT:
The funding required for this project is budgeted in Fund 120/2016 SHIP, Cost Center 370202. No additional funds are being requested through this recommendation. All funds will be expended prior to the 2016 SHIP expenditure deadline.
LEGAL CONSIDERATIONS/SIGN-OFF:
This extension request is subject to legal review and signoff.
PERSONNEL:
No impact to personnel.
POLICY/REQUIREMENT FOR BOARD ACTION:
SHIP funding Agreements and Amendments must be approved by the Board of County Commissioners.
IMPLEMENTATION/COORDINATION:
The SHIP project will continue to be coordinated through the Neighborhood Enterprise Division jointly with the Northwest Florida Community Housing Development Corporation.
