RECOMMENDATION:
Recommendation Concerning Issuance of a Purchase Order to Transportation Control Systems - Joy D. Blackmon, P.E., Public Works Department Director 

That the Board approve the issuance of a Purchase Order, for a not-to exceed amount of $139,375, to Transportation Control Systems to purchase controllers via the State Approved Product List (APL) for signal upgrades. 

[Funding Source:  Fund 352, "LOST III," Cost Center 210107, Object Code 56301, Project #17EN3988.  The Joint Project Agreement (JPA) established that Escambia County will be reimbursed up to $140,000 for the purchase of the controllers]
BACKGROUND:
In June 2017, the Board approved a Joint Project Agreement (JPA) between the State of Florida Department of Transportation (FDOT) and Escambia County for replacement of the existing Peek 3000E traffic signal controllers that are no longer being maintained and certified by the manufacturer. A total of 305 Peek 3000E controllers are on state roads within the Escambia/Santa Rosa Region. The JPA provided for Escambia County to receive $140,000.00 (County to be reimbursed upon completion of project) from FDOT for purchase of new controllers and communication devices (ethernet extender switches) to use on state roads within the Escambia/Santa Rosa Region. Replacing obsolete equipment will improve the maintenance process and operations of the signal system. Also, the new controllers and communication devices will provide more efficient overall traffic management through the corridors by providing better tools to the traffic management system operations personnel.

Escambia County Purchasing Department issued a Request for Information (RFI) to identify qualified venders in the Greater Escambia County area that manufacture or sale traffic signal controllers and no local responses were received. Since no local responses were received, staff recommends purchasing the new controllers off the FDOT Approved Product List (APL). The following signal controllers are in the FDOT APL:

o McCain, Controller - NEMA TS2 Type 2, at $2,560.00 per unit

o Econolite, Controller - NEMA TS2 Type 2, at $2,560.00 per unit

o Siemens Industry, Controller - NEMA TS2 Type 2, at $2,141.00 per unit

o Trafficware Group, Controller - NEMA TS2 Type 2, at $3,312.50 to $4,125.00 per unit

Considering cost, compatibility, past performance, current and future needs/upgrade of traffic signal systems in Escambia/Santa Rosa Region, purchase of the McCain controllers is recommended.

Based on the number of Peek 3000E controllers maintained by each agency and cost of controllers ($2,560.00 each) and ethernet extenders ($875.00 each), a total of 50 controllers and 13 ethernet extenders can be purchased with the JPA funds:

Upon Board approval, a purchase requisition will be submitted to the Office of Purchasing for processing.
