RECOMMENDATION:
Recommendation Concerning Jackson Lake Managed Aquatic Plant System - Paul R. Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement Relating to the Jackson Lake Managed Aquatic Plant System between Escambia County, Florida, and Beemats, Inc., per the terms and conditions of PD 16-17.055, Jackson Lake Managed Aquatic Plant System, in the amount of $198,500.

BACKGROUND:
The Office of Purchasing advertised the Invitation to Bid on August 28, 2017.  Additionally, Brent Wipf, Environmental Program Manager for the Escambia County Department of Community and Environment, provided three additional vendors to contact.  A pre-solicitation conference was held on September 12, 2017, and was attended in person by one Pensacola-based general contractor and two vendors via teleconference.  A single bid was received on September 27, 2017, from Beemats, Inc.  Brent Wipf, Environmental Program Manager for the Escambia County Department of Community and Environment approved the selection of Beemats, Inc. as a reasonable and responsive bidder for this Scope of Work and Specifications.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Escambia County, FL, Code of Ordinance, Chapter 46, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Contract and Purchase Order.  The Department of Community and Environment will administer the Contract.
