| BACKGROUND: |
On April 7, 2016, the Board approved a Contract Amendment between Escambia County, Florida and Mott MacDonald Florida, LLC (formerly Hatch Mott MacDonald Florida, LLC), adding design services to Contract PD 12-13.066 Detroit Boulevard Safety Upgrade Project.
This change order is for additional design services and funding for Mott MacDonald Florida LLC (formerly Hatch Mott MacDonald Florida, LLC) for Detroit Blvd Safety Improvements, in the amount of $84,610.00, to complete the roadway between Cove Avenue to US 29. After a thorough review, the County has agreed that the remaining original fee can be transferred to complete the segment.
Phase 1 (30% concept) was a study to determine whether the project could move forward. Once completed, design (Phase 2) began between Pine Forest Road to US 29, excluding the bridge. The Consultant was issued a Notice to Proceed to continue with 100% design. Due to property acquisition issues, eventually, the project was broken into segments to address timing of construction.
Currently, the Detroit and Pine Forest Intersection Improvements have been designed and constructed. The roadway from Pine Forest to Cove Avenue is the rural segment that has real estate acquisition issues and cannot proceed until the right of way can be acquired. This change order is for the urban segment between Cove Avenue and U.S. 29, is currently at 60% design and will soon be ready to proceed to 90% design with alignment changes. The east intersection at US 29 will be constructed by Florida Department of Transportation (FDOT).
Due to property acquisition near the Detroit Boulevard Bridge, the bridge was redesigned and the alignment shifted to the south. The shift south not only affected the intersection of Cove Avenue but also the east end of Detroit. This segment had to be reanalyzed and redesigned to match the new alignment of the bridge. The services for this change order include additional roadway redesign and drainage analysis, legal description adjustments, construction plans and specifications, utility coordination, public involvement, railroad and FDOT permitting, and bidding assistance, as necessary for this rural section. |
