RECOMMENDATION:
Recommendation Concerning the Acquisition of Real Property Located at 5533 Sun Valley Drive - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action regarding the purchase of real property located at 5533 Sun Valley Drive (approximately 0.46 acres), from Erik F. Hawn:
 
A. Authorize the purchase of real property located at 5533 Sun Valley Drive (approximately 0.46 acres), from Erik F. Hawn, for the purchase price of $134,000;

B. Approve the Contract for Sale and Purchase for the acquisition of real property at 5533 Sun Valley Drive (approximately 0.46 acres), from Erik F. Hawn; and 

C. Authorize the County Attorney's Office to prepare, and the Chairman or Vice Chairman to execute, subject to Legal review and sign-off, any documents necessary to complete the acquisition of this property without further action of the Board.

BACKGROUND:
Following the April 2014 storm event, the area of Blue Springs Avenue within the Crescent Lake subdivision suffered significant damage to public infrastructure and private properties. Escambia County responded with the Crescent Lake Dam Project (funded by National Resources Conservation Services), Blue Springs Avenue FEMA repair project, and East Shore Drive FEMA outfall pipe replacements to Crescent Lake.

Given the extent of damage, the Blue Springs Avenue at Clearwater Avenue Drainage Analysis was also completed to identify drainage deficiencies and determine the best alternatives to mitigate future reoccurrence of such drainage impacts. Stormwater attenuation improvements in the upstream basin contributing to Blue Springs Avenue area were determined necessary in the area of Sun Valley Drive, Glass Drive, and Clearwater Avenue. Potential stormwater improvements for Empire Pit were also referred to FDOT for consideration. The recommended alternative is to maximize the stormwater pond volume, depending upon the successful property acquisition.

This parcel, while not part of the Crescent Lake subdivision, is necessary to provide enough space for design/construction of a stormwater management system, to optimize flood reduction, and to improve water quality for Crescent Lake.

Mr. Hawn's property is located at 5533 Sun Valley Drive and is one of the parcels needed for the project. Meeting in regular session on October 5, 2017, the Board authorized the staff to accept Mr. Hawn's counter offer of $134,000 for the purchase of his property.
BUDGETARY IMPACT:
Funds for this acquisition are available in Fund 352, "LOST III", Cost Center 210107, Object Code 56101  Project #15EN3252 "Crescent Lake".
LEGAL CONSIDERATIONS/SIGN-OFF:
The Contract for Sale and Purchase has been reviewed and approved by Stephen West, Senior Assistant County Attorney. The County Attorney's Office will prepare the closing documents and conduct the closing for the purchase of this property.
PERSONNEL:
All work associated with this acquisition is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139 of the Escambia County Code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will maintain compliance with Section 46-139 of the Escambia County Code of Ordinances.
