RECOMMENDATION:
Recommendation Concerning Award for Re-Solicitation Southwest Greenway 4th Extension Project - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Contract Agreement, between Escambia County, Florida, and Gulf Marine Construction, Inc., per the terms and conditions of PD 16-17.071, Re-Solicitation Southwest Greenway 4th Extension Project, in the amount of $349,250.

[Funding:  Fund 110, Other Grants and Projects, Cost Center 221024, FDEP GO409 Bch Haven/Boardwalk, $197,823.80; Fund 352, LOST lll, Project 10NE0022, Jones Creek Restoration East, $2,065; Fund 352, LOST III, Project 11NEC0878, South-West Greenway, $50,327; and Fund 352, Project 15NE3392, Beach Haven Drainage, $84,034.20] 
BACKGROUND:
The Solicitation was advertised in the Pensacola News Journal on October 10, 2017, three bids were received on November 7, 2017 for this Solicitation.  Gulf Marine Construction, Inc., was the lowest, and most responsive bidder.  The Southwest Greenway Trail is a multi-year project consisting of both elevated boardwalk, and improved surface trail.  The eastern corridor is a walkable trail extending from Lexington Terrace Park on Old Corry Field Road along Jones Creek through several different types of ecosystems to Fairfield Drive.  The Total cost for completion of the eastern trail corridor is over 1.5 million.  Majority of the funds necessary to construct the overall project was received from Grants including Florida Department of Environmental Protection, Florida Greenways and Trails, Florida Communities Trust and National Fish and Wildlife Foundation 5 Star Restoration Program.  The 4th Extension completes the eastern trail corridor by crossing Fairfield Drive and linking it to the first western section of the Southwest Greenway Footpath and Hiking Trail in Jones Swamp Wetland Preserve.  The Fairfield crossing has been awarded under a separate contract.

This Recommendation is in compliance with Chapter 46, Article ll Purchases and Contracts of the Escambia County Code of Ordinances and Purchasing Policy PP-120 and PP-130.

IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Contract and Purchase Order.  Engineering will administer the Contract.
