MINUTES
ESCAMBIA COUNTY EXTENSION COUNCIL
January 17, 2017– 5:30p.m.

1.   Election of 2017 Chair and Vice Chair - Beth Bolles

Beth Bolles noted that there were two volunteers for the positions of Chairperson and Vice Chairperson. Tammy Penegar volunteered to serve as Chairperson for 2017. Motion made by Karen Hall to have Tammy Penegar serve as Chairperson seconded by Sonia Bush. Motion passed without opposition. Motion made by Shelby Johnson to have Sonia Bush serve as Vice Chairperson and seconded by Kevin Faircloth. Motion passed without opposition.
             
2.   Call to Order & Opening Remarks - Chairperson Tammy Penegar

The meeting was called to order at 5:35 pm by Chairperson Penegar.
             
3.   Roll Call & Declaration of Quorum - Susan Hendrix

Roll was called by Susan Hendrix. Members present during roll call: Shelby Johnson, Sonia Bush, Denise Mann, Comr. Barry, Karen Hall, Kevin Faircloth, Carla Gilmore, Sonia Bush, and Tammy Penegar. Members absent: Jerry Drinkard, Jerry Patee, and Christine Rodgers.

Extension Staff Present: Nick Simmons, Susan Hendrix, Beth Bolles, Angela Hinkle, Alyssa Schortinghouse, Libbie Johnson, Rick O'Connor, Chinesa Sunday, Wendy Meredith, Jamie Spiker, and Carrie Stevenson.

After roll was called, a quorum was declared.
             
4.   Was the meeting properly advertised? - Susan Hendrix

The meeting was properly advertised in the Pensacola News Journal on January 14, 2017, as part of the Board of County Commissioners' Weekly Meeting Schedule.
             
5.   Approval of November 29, 2016, Meeting Minutes - Chairperson Tammy Penegar

Motion made by Kevin Faircloth and seconded by Pat Bush to approve the meeting minutes of November 29, 2016. Motion passed unanimously.
             
6.   Welcome and Introduction of Special Guest(s) - Nick Simmons
  • Alyssa Schortinghouse - 4-H Youth Development/Agriculture (Livestock) Extension Agent I
  • Bobbie Ellis-Wiggins - Assistant County Attorney
Nick Simmons introduced Alyssa Schortinghouse and Bobbie Ellis-Wiggins; and also welcomed the new members of the Council.
             
7.   Legal Review - Sunshine Law, Memorandum of Understanding, HB 366, & Affirmative Action - Bobbie Ellis-Wiggins, Asst. County Attorney

Assistant County Attorney Bobbie Ellis-Wiggins provided the Council with an overview of the Sunshine Law, the MOU between Escambia County and UF/IFAS, HB 366, and also FSS 1004.37. Backup documents are attached. Affirmative Action will be reviewed at the next scheduled Council meeting.
             
8.   Agent Program Updates - Dorothy Lee and Angela Hinkle

Angela Hinkle gave a presentation on the Expanded Food and Nutrition Education Program (EFNEP). (Handout attached to Minutes). Dorothy Lee was absent due to a programming conflict and will present at a later date.
             
9.   Other Items of Interest -
  • Nick Simmons passed out two documents - (1) the 2016 Program Review conducted by UF/IFAS, and (2) Escambia Extension's Response to the 2016 Program Review. (Both documents attached to minutes). Discussion was held regarding both reports.
  • It was noted that Extension will be offering a series of gardening courses for the spring season, with topics including lawns, edibles, strong performing perennials, and garden structures. The courses will be taught by Extension faculty and Florida Master Gardeners as part of the community programs presented by Myrtle Grove United Methodist Church. (Schedule attached to minutes.)
             
10.   Adjournment - Motion to adjourn the meeting at 7:07 pm made by Kevin Faircloth and seconded by Pat Bush. Motion passed unanimously.
