RECOMMENDATION:
Recommendation Concerning State Road 97 - Change in Roadway Designation from State Road 97 to County Road 97C - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the roadway designation for State Road (SR) 97 from County Road (CR) 95A to US 29/SR 95:

A. Adopt a Resolution approving the change in roadway designation from SR 97 to CR 97C; and

B. Authorize the Chairman to sign the Resolution.
BACKGROUND:
Meeting in regular session on August 4, 2016, the Board of County Commissioners adopted a Resolution supporting the transfer of SR 97, from CR 95A to US 29/SR 95, from Florida Department of Transportation (FDOT) to Escambia County, approving and authorizing the Chairman to execute the Roadway Transfer Agreement (see attached executed Agreement).

Highway 97 is and will remain the official road name. This is a request to change the roadway designation on Highway 97 from being a state road to a county road from County Road (CR) 95A to US 29/SR 95.  
 
The transfer of the roadway to the County designates all right-of-way responsibilities to the County, and allows County Public Works Department staff to construct and implement the planned operational and safety improvements previously presented to the Board (see attached conceptual layout).

Also, an official request to reduce the posted speed limit of the roadway from 55 mph to 45 mph was submitted to FDOT in Fall 2015. FDOT Traffic Operations Staff reviewed and approved the request, and has recently installed the appropriate 45 mph speed limit signs. County Public Works staff has received confirmation of the speed limit sign installations.
BUDGETARY IMPACT:
With full execution of the Agreement, Escambia County has assumed all right-of-way maintenance responsibilities for the subject roadway segment. It is planned that the design and construction of the traffic pattern modifications for the roadway will be handled with in-house resources.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, reviewed and approved the Resolution as to form and legal sufficiency.
PERSONNEL:
No additional personnel will be required.
POLICY/REQUIREMENT FOR BOARD ACTION:
N/A
IMPLEMENTATION/COORDINATION:
Transportation & Traffic Operations staff will coordinate with the appropriate departments for proper roadway designation change from SR 97 to CR 97C.
