Approval of Minutes for 02-1-2016 RESTORE Meeting
Motion was made by Alan McMillan to approve the February 1, 2016 Minutes of the RESTORE Advisory Committee Meeting. Christian Wagley seconded. Motion carried unanimously.

- Best Available Science Tool, Robert Turpin, Escambia County
Robert Turpin from Escambia County Marine Resources Division presented Version 1 of the Best Available Science Tool (BAST) created by Escambia County to review best available science for each of the RESTORE Proposals. The BAST was made available to the RESTORE Advisory Committee if any of the members wished to use it.
- Economic/Workforce Development Review, Jennifer McFarren, Gulf Power
Jennifer McFarren presented on Economic and Workforce Development in relation to Escambia County. Ms. Farren also showed how certain RESTORE Proposals accomplished either economic or workforce development.
- Overview of Tourism Projects, Steve Hayes, Visit Pensacola
Steve Hayes presented Visit Pensacola’s Master Plan for Escambia County. Mr. Hayes discussed what the RESTORE Advisory Committee should be looking for in a tourism project to align with the master plan.
- Watershed/ Fishbone Diagrams of Direct Component Projects, Chips Kirschenfeld, Escambia County
Chips Kirschenfeld, Interim Department Director for Escambia County Natural Resources Management Department, and Shelly Marshall, Escambia County RESTORE Coordinator, presented the RESTORE Proposals in a fishbone watershed approach. This presented the proposals in a spatial relation to each other. It also demonstrated how projects in the same watershed could work together.
- Discussion on Project Categories and Final Rankings
The Board of County Commissioners (BCC) decided they would like the RESTORE Proposals to be presented to them in three buckets: Infrastructure, Environment, and Economy. The RESTORE Advisory Committee concluded that this different presentation of the projects to the BCC would not affect their scoring or process. Chairperson Bentina Terry asked that the Committee members have any and all final score changes to county staff by 5:00 pm Friday, March 4, 2016 so final rankings can be discussed at the March 7, 2016 RESTORE Advisory Committee Meeting.
