RECOMMENDATION:
Recommendation Concerning the Draft Multi-Year Implementation Plan and Public Comment Period - J. Taylor “Chips” Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning the draft Multi-Year Implementation Plan relating to RESTORE Direct Component (Pot 1) funds:
 
A. Approve the draft Multi-Year Implementation Plan for the ten projects nominated by the Board; 

B. Authorize staff to conduct the required 45-day public comment period for the draft Multi-Year Implementation Plan and incorporate meaningful public comments into the Plan; and

C. Authorize staff to submit the Multi-Year Implementation Plan to the U.S. Department of Treasury.
BACKGROUND:
Escambia County will receive approximately $70 million in Pot 1 Direct Component funds as a result of the settlement agreement for the Deepwater Horizon Oil Spill. The RESTORE Act and U.S. Department of Treasury guidelines require a Multi-Year Implementation Plan be approved by the Treasury Department prior to submittal of individual project grant applications and dispersal of funds. At the February 9, 2017 Committee of the Whole Meeting, the Board directed staff to include ten commissioner-nominated projects in the initial Multi-Year Implementation Plan. The Treasury Department requires a 45-day public comment period for the Multi-Year Implementation Plan, and the incorporation of meaningful comments received, prior to submittal of the Plan to the Treasury Department for their review and approval.
